Catalyzing Burundi’s off-grid energy ecosystem.
The Fonds d’Énergie Solaire et de Cuisson (FESEC) is a USD 17 million national energy access initiative launched by the Ministry of Hydraulics, Energy and Mines (MINHEM) of Burundi with support from the World Bank to accelerate affordable clean energy and clean cooking solutions for rural and peri-urban households.
FESEC aims to dramatically increase access to quality off-grid solar products and efficient clean cooking technologies across Burundi, contributing to universal energy access, improved livelihoods, and climate impact mitigation aligned with the United Nations Sustainable Development Goals (SDGs).
The Eleorun solution
Eleorun customized and deployed Prospect, the world’s only open-source digital Monitoring, Reporting and Verification (dMRV) platform purpose-built for energy access and Results-Based Financing programs, for the FESEC facility in Burundi. The deployment included a fully tailored FESEC instance aligned to the program’s grant and RBF windows, configuration of portfolio company accounts and product catalogs, and implementation of automated eligibility validation logic based on approved technical and commercial criteria.

The system incorporated disbursement tracking mechanisms, real-time reporting dashboards for program oversight, comprehensive audit logging for compliance assurance, and data quality controls to minimize duplication and reporting inconsistencies. Eleorun also provided onboarding, technical backstopping, and ongoing system maintenance to ensure operational continuity and scalable program oversight.
